Located in Reston, the Office of Finance (OF) is operated on behalf of the 12 regional FHLBanks. Its primary function is to issue and service all debt securities for the FHLBanks, while obtaining the most cost-effective terms possible given current market conditions. Related activities include the compilation and publication of the combined financial statements, analysis and joint development of new funding opportunities, and educational outreach to inform investors and other interested parties about FHLBank debt products.

Director, Fixed Income Research & Business Planning

The individual identified will be a member of the executive team reporting directly to the Chief Operating Officer. Must be a highly skilled individual with strong leadership capabilities, strategic in thought, practical, detailed, and timely in execution. Has executive presence with excellent communications skills, both written and verbal. Background working as a broker/dealer who has moved into management or a leader who worked closely with a transaction desk and had responsibility to observe and comment on the markets.

Works closely with the FHLBanks (Banks) and the Capital Markets Division.  Conducts research on tactical and strategic funding issues facing the Banks and provides the OF Board of Directors and OF management with information and analysis to assist in achieving the OF’s joint objectives of funding the Banks at the lowest possible cost and greatest possible flexibility.  Must frequently deal with the conflicting objectives and approaches of the 12 Banks and provide excellent customer service to a disparate group.

Leads the business intelligence (BI) initiatives at the OF in fulfillment of its role in providing information and analysis.  Responsible for the maintenance of a data warehouse of relevant Bank funding and market data and appropriate analytic tools for OF and Bank staff to access and analyze.

Manages the three year strategic plan and implementation of the annual business plan cycle. Leads the annual business planning process and provides regular updates which are given to the Board of Director.

IT Asset Specialist

The role of the IT Asset Specialist is to oversee the daily and long-term strategic management of software and technology-related hardware within the organization. This includes planning, monitoring, and recording software licenses and/or hardware assets to ensure compliance with vendor contracts. The individual will assist in forming procurement strategies to optimize technology spend across the organization. The incumbent will also develop and implement procedures for tracking company assets to oversee quality control throughout their lifecycles.cycles.
